OAS and CONGOPE to Implement the Permanent Hemispheric Dialogue of Subnational Governments Project

The Organization of American States (OAS) and the Consorcio de Gobiernos Autónomos Provinciales del Ecuador (CONGOPE), today signed an agreement to develop the project “Permanent Hemispheric Dialogue of Subnational Governments,” thus complementing the document that they signed on March 11, with which the two institutions committed to establishing a regulatory framework to guarantee local governance and citizen participation in Ecuador.

During the ceremony that took place at OAS headquarters in Washington, D.C., Secretary General Luis Almagro thanked CONGOPE and its Vice President Julio Robles “for the generous contribution of US$150,000 for the implementation of the project that will help us increase the voice of subnational governments within the framework of the OAS, as the main regional political forum.” “This project will undoubtedly help us to promote and foster cooperation and closer relations between subnational governments, the General Secretariat of the OAS and the member states,” added Secretary General Almagro.

For his part, the Vice President of CONGOPE, Julio Robles, acknowledged that, with the signing of the document, “we will promote the objectives shared by our two institutions” and thus continue to build institutionality. Moreover, he thanked Secretary General Almagro and the OAS member states for “the trust, openness and predisposition with the provincial governments that we also represent locally, which without a doubt motivates us to continue working together.”

Among the activities that will be carried out through the project are the facilitation of spaces for exchange between peers on lessons learned and best practices and concrete efforts leading to strengthening the planning management of subnational governments.
