DUTIES AND RESPONSIBILITIES: * Direct and manage the office of the Executive Secretary (ES) providing leadership and direction to the staff members of the office. * Assist the Executive Secretary to carry out key leadership functions in policy development, strategy, priority, and goal setting. * Coordinates with Assistant Executives Secretaries and Specialists, fostering teamwork and communication among staff in the Executive Secretariat and across organizational boundaries. * Oversee the substantive and organizational arrangements for the effective functioning of the Executive Committee and the Management Team and ensure the liaison between these bodies and other supporting committees. * Serve as Cabinet Office liaison to IACHR substantive Secretariats advising the Executive Secretary and key officials on policies, programs, and administration, which will most effectively enable the IACHR to carry out its mandate. * Ensure the smooth running of all administrative matters of the Office of the Executive Secretary. * Promotes and ensures internal coordination, articulates the execution of special projects. * Advise and assist the Executive Secretary in the planning, supervision, and coordination of the activities of the offices under his jurisdiction and consult with the Officers of those units. Coordinates the Meetings of coordination with a timely and integrated response. * Provides substantive technical advice to the ES on all issues relating to/impacting on the work of the IACHR. * Undertake the programmatic/administrative tasks necessary for the functioning of the Executive Office, by monitoring critical indicators of programs’ performance. * Responsible for politically sensitive follow up actions. * Participate in or lead taskforces, working groups and meetings in support and on behalf of the Executive Secretary. * Advise and assist the ES on topics covered by the top decision-making bodies of the Organization on politically sensitive issues affecting the IACHR, as well as on other items of importance that need the action of the ES. * Attend meetings of the IACHR and GS/OAS, in his/her capacity as adviser to the Executive Secretary. * Liaise with all relevant areas, member states, the host government, UN organizations, embassies, and other organizations to ensure appropriate protocol arrangements for official IACHR events. * Responsible for contacts at the highest level on behalf of the Executive Secretary for Heads of State, Government, Ministers, and Ambassadors. * Coordinates the production of the Annual Report. * Coordinates the Periods of Sessions. * Performs the institutional communication, diffusion, and media relations. * Revise correspondence, memoranda, and other items prepared for the signature of the Executive Secretary. * Lead and manage professional and support staff of the area, guiding and advising and motivating them, provide performance feedback to ensure proactive contribution and participation in area activities, review candidatures and recommend appropriate candidates for selection for the IACHR.
QUALIFICATIONS: EDUCATION & EXPERIENCE: Broad knowledge of International Law of Human Rights and domestic law of the OAS member countries. COMPUTER SKILLS: Essential: Ability to effectively work using Microsoft Office (e.g., Outlook, Word, and Excel), and other software applicable to the area of work. LANGUAGES: PERSONAL COMPETENCIES: Client Orientation, Knowledge Sharing, Teamwork, Interpersonal Skills, Managing and Coaching Staff, Strategic Planning, Encouraging Innovation, and Decision Making/Judgment.
